                                                       ABSTRACT


                       The objective of this article is to study the operation of Ping Pong Ball Lottery and
               explain its structure, management, and the customer behavior. This study is done by the
               qualitative  data  collection  techniques,  interview,  observation,  and  analyzing  by  content
               analysis.

                       According to the study, it is found that (1) the organizational structure, a network
               pattern,  consists  of  3  main  parts  which  are  host  of  the  lottery  gamble,  salesman,  and

               customer. (2) In business operations, the hosts of the lottery gamble sets daily lottery draw

               time slots, 4 times a day. Most of the customers are low-income people. (3) Moreover, the
