                                                       ABSTRACT


                       Most  corporate  social  responsibility  activities  in  Thailand  are  for  publicizing
               organizations to be more widely known. They have been organized in the form of donation

               or forest growing and become a business tool responding to the benefits of organizations
               rather than activities to respond and make benefits to the society. Overall, in Thailand there

               has not been any agency or organization that performs its duty to formulate a policy and

               implement a promoting and mobilizing measure to carry out corporate social responsibility
               widely. Though there has been agglomeration of the business sector, no center stage and

               channels are provided to gather business networks and organizations for the purpose of

               knowledge sharing until the Ministry of Social Development and Human Security pushed
               forward a measure to promote corporate social responsibility under state context that has

               never been implemented before. This article then aims to study the implementation of such
               measure in terms of network administration to mobilize the mission in the administrative

               management of the corporate social responsibility promoting center project in Ratchaburi and
               Nan provinces. The findings from the study revealed that the background and situation context

               leading to the establishment of the corporate social responsibility promoting center were from

               the work plan in establishing ASEAN Socio-Cultural Community on rights and justice and the
               strategy to promote corporate social responsibility was approved in accordance with the

               Cabinet resolution. Provincial work plans have been mobilized and become collaboration

               networks of various sectors.
