ABSTRACT
This Research Article "Allocation of power between state and local government in the
process of decentralization: a comparative study of the Constitution of the Kingdom of
Thailand 1997, 2007 and 2017" aims to study decentralization in the 3 constitutions by
focusing on the decentralization process in 3 important dimensions including 1. Local
administrative organizations 2. Authority and budget 3. Check and balance. In this regard, the
framework of this research considering mainly on Constitutional provisions of local
government and the relevant provisions which is based in the concept of constitutionalism
and the concept of decentralization.
The research shows that the 1997 Constitution and the 2007 Constitution provided
the local government policy decision-makings. While the constitution of 2017 stipulates that
the local government as the public services agencies. Moreover, the provisions allow the
Central government to establish a local administrative organization by itself. Besides this article
also argued that the regime and the mechanism of obtaining the constitution are not the
variation directly in the decentralization process.
