ABSTRACT
This article had the objective to present the situation of acute change in the Disruptive
change era, due to the advancement of technology (Disruptive Technology), international
political change and changing the characteristics of the population Affecting the local
administration organization, This is a challenge for government agencies that are directly
involved in responding to the needs of local people and community development. Leading
to adaptation in various areas that the local administration organization must consider In
addition, the aforementioned academic paper presents guidelines for personnel development
of local administration organizations. That is based on the concept of human resource
development with changes in modern times by the development of cognitive processes, the
appropriate skills of personnel in the transition age, organizing of organizational culture forms
for personnel development and is ready to fully meet the needs of the people in an era of
volatility.
