Factors Relating the Achievement of Human Resource Development of the
Department of Agriculture

ABSTRACT
The objectives of this independent study were to study (1) level of human resource
development of the Department of Agriculture, (2) factors relating the achievement of human
resource development of the Department of Agriculture, (3) the relationship between various
factors and the achievement of human resource development of the Department of
Agriculture.This independent study was a survey study. The population was the officials and
personnel of the Department of Agriculture in Bangkok totally 690 people The samples were
253 personnel which derived from formula of Taro Yamane.Analytical statistics were
frequency, percentage, mean and standard deviation and Pearson’s Product Moment
Correlation Coefficient.
The independent study result showed that (1) Human development level of the
Department of Agriculture was at high level. When considering each aspect, it was found that
the results that occur to the organization was at the highest level. (2) the internal factors were
high positive related with the achievement of human development of the Department of
Agriculture. (3) the external factors were high positive related with the achievement of human
development of the Department of Agriculture., and (4) the problems encountered were
found that everyone receives equal opportunities for development, therefore head of
organization should have policies, guidelines, or measures to give personnel equal opportunity
to development. by focus on Knowledge management teamwork and building a learning
organization and guidelines for enhancing the achievement of personnel development of the
Department of Agriculture increased, head of organization should support sending personnel
to attend the training both within the department and outside the department to increase
the development of work potential and change the behavior of the work for the better.
technology administrators should have a policy on the use of information technology for data
collection and processing. Including establishing a systematic human resource evaluation
system.
