The Development of Human Resource Management of Luang Nuea Municipality at Ngao
District in Lampang Province

Abstract
This research purposes to study in: (1) the human resources management of Luang Nuea
Municipality, Ngao District, Lampang Province; (2) problems and causes of the issues regarding the
human resources management of Luang Nuea Municipality, Ngao District, Lampang Province and; (3)
the guidelines for problem solving and the guidelines for improvement of the human resources
management of Luang Nuea Municipality, Ngao District, Lampang Province.
This research was qualitative research employing 47 executives and employees belonging
to Luang Nuea Municipality as the population. The tools employed in this research were document
survey and interview forms which the data collection was conducted by document survey and in-
depth interview. The data analysis was conducted by using data classification and systemization,
cause and effect analysis, content analysis, and analytic induction.
It was found from the results that: (1) the overall human resources management of Luang
Nuea Municipality was in conformity with the rules prescribed by the government and central
administration but it was not consistent with the independence principles for local human resources
management; (2) the important problems regarding human resources management were the
shortage of independence in human resources management, inconsistency between human
resources management and virtue system, the shortage of manpower and limited opportunity to
thrive. The significant causes of the problems were the limited distribution of power regarding human
resources management for local administrative organizations and inefficiency of both internal and
external mechanisms regarding management and supervision of operations in accordance with the
virtue system. (3) The key guidelines for problem-solving and improvement of human resources
management were the municipality executives must realize in human resources management
according to virtue system and place importance on building awakened, responsible, and possessive
citizens, and take part in management and supervision of human resources management of the
municipality. In part of policy suggestion, the government must provide opportunity for the local
organization to be more independent in human resources management and consistent with the
principles of power distribution, local administrative management, and local human resources
management.
